The ISDE is intended for homeowners who live in the home themselves or will move in directly after the renovation, while the SVOH is specifically for landlords of existing homes that are already rented out. For a rental home that was already rented out before the work started, the SVOH is therefore the right route, not the ISDE.

The core difference: who lives there
The ISDE (Investment Subsidy for Sustainable Energy and Energy Saving) is aimed at homeowners who occupy the home themselves or will move in directly after the work. For insulation measures, fixed subsidy amounts per square metre apply, which double if you combine two or more measures within 24 months.
The SVOH is specifically intended for landlords: private landlords, commercial landlords and institutional investors in homes that were already rented out before the measures were carried out. A home you buy to rent out only afterwards does not qualify for the SVOH.
Practical rule of thumb
If you already rent out the home and want to make it more sustainable, apply for SVOH, not ISDE: the ISDE is reserved for owner-occupiers. Housing associations, incidentally, do not qualify for SVOH, but can use other schemes within the National Performance Agreements.
If you are an owner-landlord within a mixed VvE with at least one owner-occupied home and want to make the whole building more sustainable, the SVVE is often the designated route for common areas instead of the SVOH or ISDE at the individual level.
- ISDE: for owner-occupiers, insulation and installations, amount per m² doubling when combined.
- SVOH: for landlords of existing, already rented homes, maximum €10,000–€15,000 per home.
- SVVE: for common areas within a (mixed) VvE.
- Housing associations: no SVOH, but other arrangements via the National Performance Agreements.
