Jumping from label E to D directly yields extra WWS points

By Renewable Partners B.V. · Published and updated:

Since the revision of the housing valuation system (WWS), labels E, F and G result in deduction points, while D and better add points. According to the system applied by the Rent Tribunal (Huurcommissie) in early 2026, label E counts for -4 points; for a single-family home, label D yields +14 points and for a multi-family home +11 points, which amounts to a jump of +18 and +15 points respectively. That directly translates into a higher maximum rent.

Double incentive: statutory obligation and rental potential

Since the introduction of the Affordable Rent Act, the housing valuation system values energy performance more strictly: the poor labels E, F and G receive deduction points instead of simply few points, while good labels yield considerably more points than before.

This means a label jump you already have to make for the Bbl requirement for 2029 simultaneously increases your WWS score and therefore your permitted rent. For landlords, that is a reason not to wait until just before the deadline.

What the point jump concretely entails

According to the valuation applied by the Rent Tribunal in early 2026, label E stands for -4 points. Note: in one place in the text of the underlying regulation, -5 points is mistakenly mentioned for label E, while the Rent Tribunal in its implementation practice uses -4 points. If in doubt, always consult the Rent Tribunal's current explanation.

Label D yields +14 points for a single-family home and +11 points for a multi-family home. The difference between label E and label D therefore comes to +18 points for single-family homes and +15 points for multi-family homes, excluding any points for further label steps to C, B or better.

    • Label E: -4 points (note the possible discrepancy of -5 stated in the regulation itself).
    • Label D single-family home: +14 points; label D multi-family home: +11 points.
    • Jump from E to D: +18 points single-family, +15 points multi-family.
