National and municipal monuments are, according to current proposals, excluded from the obligation to improve to label D by 2029 at the latest. However, this exemption only affects the Bbl obligation: in the housing valuation system, the energy label of a monument still counts, so sustainability measures remain worthwhile for your maximum rent.

Why monuments are excluded
The exception for monuments is linked to the often more limited technical possibilities for insulating or renovating without affecting the monumental value or protected character. Permit procedures and material choices for monuments are generally more sensitive than for regular homes.
The fact that the Bbl requirement does not apply does not mean sustainability measures are not possible or not worthwhile. It mainly means the municipality cannot base enforcement action on a monument failing to achieve label D.
The WWS does not look at monument status
The housing valuation system links points to the registered energy label of the home, regardless of whether the building has monument status. A monument with label E therefore yields the same deduction points as a non-monumental home with label E, and a label improvement also yields extra points for monuments.
For landlords of monumental rental homes it is therefore useful to have a tailored advice report drawn up that takes monumental constraints into account, so the achievable label step and the corresponding WWS gain become clear, even though sustainability measures are formally not mandatory.
- Bbl label requirement: not applicable to (national and municipal) monuments under current proposals.
- WWS point count: the energy label counts for monuments just as it does for regular homes.
- SVOH has a separate scheme for monumental rental homes with different conditions.
