As of 1 January 2026, the SVOH conditions have been adjusted in certain respects: window frame panels have been added as an eligible measure and the system for heat pumps has been revised, similar to the adjustment under the ISDE. These changes are aimed at better aligning with the practice of landlords who want to make their homes more sustainable.

What exactly has changed
According to government communication from December 2025 on the subsidy changes as of 1 January 2026, the SVOH has been adjusted to better align with market demand. Window frame panels have been added as a measure for which subsidy can be obtained.
In addition, as with the ISDE, the system for heat pumps has been adjusted. For the ISDE, this means, among other things, a reduced subsidy for a second or subsequent air-to-water heat pump installed in 2026, to prevent excessive subsidy being paid out for linked heat pump systems.
What this means for your application
For private landlords making their property more sustainable through window frame replacement, it is therefore now possible, from 2026, to also apply for subsidy for insulating window frame panels, alongside the existing route via HR++ or triple glazing combined with a new frame.
If you are planning multiple heat pumps within the same building or complex, check in advance with RVO how the adjusted system affects your subsidy amount, so you are not surprised at the final determination.
- Window frame panels added as an eligible measure within the SVOH as of 2026.
- Adjusted system for heat pumps, similar to the ISDE change.
- Check the subsidy amount with RVO in advance for multiple linked heat pump systems.
