As a landlord within a VvE, you need the support of the meeting for measures affecting common areas. By putting a well-substantiated proposal on the agenda in good time, making use of available SVVE subsidy, and making clear to all owners the consequences of not pursuing sustainability measures, you increase the chance of a positive decision well before the 2029 deadline.

Put it on the agenda early and with substantiation
Do not wait until shortly before 2029 to put sustainability measures on the agenda. The closer the deadline gets, the more VvEs will be looking for contractors and advisors at the same time, which can drive up lead times and prices. An early, concrete proposal substantiated by a sustainability study increases the chance of support.
An independent sustainability study or advice report, such as subsidised under the SVVE, gives the meeting an objective basis: which measures are possible, what do they cost, and what energy savings do they deliver for all residents, both owners and tenants.
Use the subsidy as an argument
The SVVE has become more attractive since 2026: the previous maximum amount per VvE for sustainability measures has been dropped and additional budget is available through 2030. This argument can win over co-owners, because the net investment per owner works out lower than without subsidy.
Also explain that landlords within the VvE have their own, statutory reason to pursue sustainability measures: the 2029 Bbl label requirement. This argument does not apply to owners who do not rent out their unit, so also highlight the joint benefits such as a lower energy bill and an increase in the value of the complex.
- Put the proposal on the agenda well before 2029 to avoid waiting times with contractors.
- Substantiate it with a sustainability study or advice report.
- Point to the SVVE subsidy and the maximum amount per VvE that was dropped since 2026.
- Clearly explain to the meeting the statutory reason for renting owners.
