There is no general obligation to commission a new report for every new tenant. The starting rent must, however, comply with the WWS rules in force at that moment. Because rent thresholds change every 1 July and the WOZ value changes annually, an existing assessment often becomes outdated.

What changes between tenants
Rent thresholds are adjusted every 1 July. The WOZ value is reassessed each year. A new energy label, renovation or new facilities also change the points.
An assessment several years old may therefore give a different point total or maximum than today.
Worked example (fictitious)
A fictitious home scored 140 points at the previous tenancy. Since then the WOZ value has risen and the label improved from D to B (flat: 30 − 11 = 19 extra energy points). The total now exceeds 143 points and the home falls into another segment.
What this means for you
Update the assessment if the label, WOZ value or property has changed, or if it predates the current period. You can then support the starting rent if the tenant has it reviewed.
